VERNON TOWNSHIP SUPERVISORS

Reorganization Meeting

January 2, 2018

 

The Reorganization meeting of the Vernon Township Supervisors was held on Tuesday, January 2, 2018 7:30 P.M. at the Vernon Township Municipal Building, 16678 McMath Avenue, Meadville, PA 16335.

SUPERVISOR J J BAIERA WAS ABSENT THEREFORE DID NOT VOTE.

 

TEMPORARY CHAIRPERSON

Fritz Snyder, acting as Temporary Chairman opened the meeting with a prayer and all saluted the flag.

 

ELECTION OF OFFICERS

Greg Smith nominated Donald Maloney for Chairman with no other nomination.

                        

On a MOTION by Greg Smith, a SECOND by Fritz Snyder, all the board voting by roll call:  Maloney ABSTAINED Snyder YES Gary Wagner NO Smith YES. Being there was not a majority vote, R Charles opinion was Don Maloney was to vote where he voted YES therefore Donald Maloney was appointed as the Chairman of the Board of Supervisors.

 

On a MOTION by Greg Smith, a SECOND by Donald Maloney, all the board voting in favor except  Fritz Snyder who ABSTAINED,  Fritz Snyder was appointed as Vice-Chairman of the Board of Supervisors.

ROLL CALL:  Smith YES Wagner YES Maloney YES

 

 Chairman Maloney took control of the meeting. 

APPOINTMENTS

On a MOTION by Fritz Snyder, a SECOND by Donald Maloney, all the board voting in favor, Lori Swavey was appointed Secretary/Treasurer to the Board of Supervisors, MDIA and CCI were appointed as Code Enforcement entity for both building and fire, the current Fire Chiefs of the Fire Departments were appointed Code Enforcement Officers for Fire Codes, Ludwig Zarembinski was appointed Road Master, Michael Rinkevich appointed as Sewage Enforcement Officer, Pete Homchenko was appointed as backup Sewage Enforcement Officer, First National Trust Co. was appointed Trustees of the Township's Pension Plans, Ashley Porter and Porter Consultant Engineers were appointed the Township’s Engineer, Mark Corey and Deiss & Halmi were appointed as the Consulting Engineer for the Township and HRG for Traffic Engineer, R Charles Thomas and the Law firm of Thomas, Spadafore & Walker were appointed as the legal council to represent the Township and Tom Benak was appointed EMA.

The Road Foreman position was tabled until an Executive Session during the regular meeting.

 

 

On a MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor except Fritz Snyder who ABSTAINED, Fritz Snyder was appointed to be the delegate for the COG.

 

On a MOTION by Fritz Snyder, a SECOND by Gary Wagner, all the board voting in favor, Donald Maloney, Greg Smith, Gary Wagner, JJ Baiera, Robert Horvat and Lori Swavey were appointed as the alternate delegates for the COG.

 

BOARD APPOINTMENTS

On a MOTIONby Fritz Snyder, a SECOND by Gary Wagner, all the board voting in favor, James Rhodes was reappointed to serve a four- year term on the Planning Board. His term will expire on the first Monday of January 2022. Chad Kaltenbaugh was appointed to serve a four-year term on the Planning Commission. His term will expire the first Monday of January 2022.  

Christine Wood was appointed to serve a three-year term on the Planning Commission.  Her term will expire the first Monday of January 2021.  Michael Burnside was appointed to serve a five-year term on the Water Authority Board.  His term will expire on the first Monday of January 2023.   Randy Byham was appointed to serve a five-year term on the Sanitary Authority Board.  His term will expire on the first Monday of January 2023.  Tina Barnard was reappointed to serve a three-year term on the Zoning Hearing Board. Her term will expire the first Monday of January 2021. Richard Astor was appointed to serve a five-year term on the MARC.  His term will expire the first Monday of January 2023.  Mark Gildea, Ashley Porter, and Mark Corey were all appointed to serve on the Joint Code Enforcement Appeal Board with Sadsbury Township. Gregg Latta was appointed to the Vacancy Board.

 

DEPOSITORIES

On a MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor, Mercer County State Bank, PNC Bank, First National Bank and Marquette Savings Bank were appointed as depositories for the Township's General Fund, State Fund, Street Light Fund, K-9 Fund, Kerrtown Fund, LST Fund, Capital Improvement Fund and Escrow Accounts.

 

TREASURER'S BOND

On a MOTION by Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, the Treasurer's Bond was set at $350,000.

 

SUPERVISOR MEETING SCHEDULE FOR 2018

On a MOTION by Fritz Snyder, a SECOND by Gary Wagner, all the board voting in favor, the supervisor’s meetings are schedule for the first Thursday of each month at 7:30 PM and worksessions on the Wednesday prior at 7:30 PM., the Year End Meeting for Thursday, December 27, 2018 at 4:00 PM and the Reorganization and Regular Meeting for Monday, January 7, 2019 at 7:30 PM. 

 

STATE CONVENTION

On a MOTIONby Gary Wagner, a SECOND by Greg Smith, all the board voting in favor, the Supervisors, Manager, Roadmaster, Zoning Officer and Secretary were given authorization to attend the State Convention in Hershey and the Supervisors, Manager, Roadmaster, Tax Collector and Secretary are authorized to attend the spring and Fall County Conventions, PA State Tax Collectors Association and the PA Association of Municipal Administrators in August.

 

On a MOTIONby Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, reimbursement for expenses including lodging, meals, and mileage was approved while attend the conventions.

 

VOTING DELEGATES

On a MOTION by Gary Wagner, a SECOND by Donald Maloney, all the board voting in favor, Greg Smith is appointed as the voting delegate at the State Convention in Hershey.

 

On A MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor,         Fritz Snyder is appointed at the alternate voting delegate at the State Convention in Hershey.

 

COMMITTEE APPOINTMENTS

On a MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor, Robert Horvat, Lori Swavey and Fritz Snyder were appointed to sit on the Pension Plan Committee.

 

PENSION PLAN

On a MOTION by Fritz Snyder, a SECOND by Gary Wagner, all the board voting in favor, Robert Horvat was appointed Chief Executive of the Township’s Pension Plans.

 

MILEAGE RATE

On a MOTION by Fritz Snyder, a SECONDby Gary Wagner, all the board voting in favor, the mileage rate is set to coincide with the current IRS business mileage rate. (53.5)

 

ADJOURNMENT

On a MOTION by Gary Wagner, a SECOND by Greg Smith, the reorganization meeting was adjourned at 7:47 PM.

Regular Monthly Meeting

January 2, 2018

 

The regular meeting of the Vernon Township Supervisors was held on Tuesday, January 2, 2018, at 7:48 P.M. at the Vernon Township Municipal Building, 16678 McMath Avenue, Meadville, PA 16335.

SUPERVISOR J J BAIERA WAS ABSENT, THEREFORE DID NOT VOTE.                   

 

OPEN TO THE FLOOR

E Robert Wimer, resident and employee of Vernon Township, questioned the board on the Defined Benefit Pension Plan and the 5% deductions to be taken out of the employees pay.  Only 3 people left in this plan and not sure this little amount is going to offset the unfunded liability of the Township.

 

Dave Stone, resident, clarified the Road Foreman position.  This position is an established position that was not filled upon the retirement of Donald Maloney. 

 

Greg Latta, resident, questioned the board of the necessity of the Road Foreman as the road department consist of 3 positions, one being Roadmaster and in his absence, the Township Manager could assign the daily jobs.

 

APPROVAL OF MINUTES

On a MOTION by Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, the minutes of the December 28, 2017 Year End Meeting was approved.

 

FINANCES

On a MOTION by Gary Wagner, a SECOND by Greg Smith, all the board voting in favor, the treasurer was directed to issue checks for the vouchers due for payment.

 

CORRESPONDENCE

No Correspondence at this time.   

 

POLICE REPORT

Randolph Detzel presented the December Police Report

 

ROAD REPORT

Ludwig Zarembinski, Road Master presented the December Road Report.

 

ZONING AND ADMINISTRATION

Robert Horvat, Manager/Zoning presented the year-end report.

 

ENGINEER’S REPORT

Ashley Porter, Engineer

21st year as Township Engineer and several expansions for development in 2018.

 

SOLICITOR’S REPORT

R Charles Thomas, Solicitor

With the clarification of the Road Foreman position, the board can go into Executive Session to discuss as a personnel matter.

 

EXECUTIVE SESSION

The Board of Supervisors adjourned into Executive Session to discuss personnel matter at 8:04 PM. returning at 8:40 PM.

 

NEW BUSINESS

On a MOTION by Greg Smith, a SECOND by Fritz Snyder, the Road Foreman position is re-established.

On a MOTION by Fritz Snyder, a SECOND by Greg Smith, Scott Walters was name Road Foreman.

On a MOTION by Fritz Snyder, a SECOND by Gary Wagner, all the board voting in favor, the March 4, 1982 agreement with the Conneaut Lake Ambulance Service for available ambulance service to Vernon Township residents was renewed for the sum of $100 and the December 27, 1984 agreement with Summit Township Fire Department for available ambulance service to Vernon Township residents was renewed for the sum of $100.

 

On a MOTIONby Fritz Snyder, a SECOND by Greg Smith, Resolution 2018-01 Employee’s Contribution to the Uniform and Non-uniform Pension Plans for 2018 was approved.

On a MOTION by Fritz Snyder, a SECOND by Greg Smith, Resolution 2018-02 Non-Uniform Employees Wages for 2018 was approved.

On a MOTION by Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, Resolution 2018-03 Appointing Maloney, Reed, & Scarpitti CPA to conduct the audit for 2017 at a cost not to exceed $11,000 was approved.

 

On a MOTION by Gary Wagner, a SECOND by Fritz Snyder, all the board voting in favor, Resolution 2018-04, Sewage Enforcement Officer Fee Schedule was approved.

 

ADJOURNMENT

Starting with the first quarter of 2012. Berkheimer Associates will be collecting the local 1% wage tax for the businesses located in Vernon Township. Quarterly forms are available at www.hab-inc.com.

How do I rent a shelter at Roche Park?

Call the Township Secretary at 814-337-8126. The shelter may be reserved over the telephone and payment made later. Shelter 1, 2, 3, and 4 are $40.00 and Shelter #5 is $75.00.
